Mark has a Bachelor of Planning from Auckland University and has over 30 years’ experience in planning and resource management practice across New Zealand. Mark held senior management roles in local government and has been a consulting planner since 2010. Mark is a full member of the New Zealand Planning Institute.

Mark has extensive governance, strategy, policy, planning and project experience within the public and private sectors. Mark specialises in strategy and policy development, resource consents, plan changes, designations, coastal permits and major recreation and event planning.

Vijay Lala

Director

Vijay completed his Bachelor of Planning degree (Auckland) in 1992 and has over 30 years planning experience throughout New Zealand. He has a wide variety of planning experience covering the areas of regional and district planning, proposed plans, plan changes, resource consents and designations. He has particular experience in coastal planning (consents and plan changes), racecourses and events. Vijay has held managerial roles in local government and has been a consultancy director since 2006 and has been a full member of the New Zealand Planning Institute since 1996.

Ian Smallburn

Principal

After completing a Bachelor of Arts in Urban and Regional Planning (Hons) from Coventry University in the United Kingdom, Ian moved to New Zealand and began his planning career, now spanning 25 years. He has held senior management positions in local government, including General Manager, Resource Consents at Auckland Council. This has enabled Ian to deliver plan changes, complex resource consents, and provide strategic and operational resource management advice. Ian’s skillset is based on a strong understanding of risk management, stakeholder relationships, delivery focus, legislative requirements, and resolving a number of contentious and complex issues. Ian has been a full member of the New Zealand Planning Institute since 2010.

Ross Cooper

Principal

Ross completed his Bachelor of Planning degree (Auckland) in 2003 and has more than 20 years planning experience including almost a decade in local government and as a consultant since 2014. Ross has extensive policy, planning and project experience, having led the preparation of plan changes, many significant resource consent processes, and the processing of major notices of requirement including those for the City Rail Link. Ross has advised hearings panels on a range of issues, providing clear, concise and compelling written and verbal input into those processes. In all his work, Ross has a strong customer focus and enjoys forming positive and lasting relationships.

Tom Morgan

Principal

Tom completed a Bachelor of Applied Science and Master of Planning from Otago University in 2014 and has more than 10 years experience in the private sector. He has broad experience including the preparation of resource consents and private plan change requests, due diligence and expert evidence, including particular experience relating to greenfield and comprehensive land development and events. Tom is a full member of the New Zealand Planning Institute.

Nick Freeman

Nick completed his Bachelor of Planning degree (Auckland) in 2025 and is the team's newest member. Nick brings an enthusiastic approach to learning and values the experience and supportive nature of the Tattico team. Nick has worked on a range of resource consent applications that has helped him develop his skills to provide high-quality outcomes for clients.
